A Civic Community Strategist
Victor Manalo, Ph.D., MSW, brings more than 40 years of social work experience to the intersection of community leadership, local government, and public institutions. As a former Mayor and City Councilmember of Artesia, California, he understands public decision-making from the perspective of both elected leadership and the communities that government serves.
His extensive public and professional leadership includes serving as Chair of the Los Angeles County Behavioral Health Commission, President of the National Association of Social Workers–California Chapter Board of Directors (2021–2024), and President of the California Contract Cities Association. For more than 25 years, he has also taught social work at California State University, Los Angeles, preparing future practitioners to engage with public policy, institutions, and communities.
Today, as Founder and Principal of Victor Manalo Consulting LLC, Victor partners with local governments, public agencies, and community organizations to strengthen relationships, facilitate complex conversations, develop leadership capacity, and advance collaborative solutions to public challenges. His approach is grounded in a simple belief: relationships are not merely an asset of effective governance—they are the infrastructure that makes effective governance possible.
